Personal Leave (Local)

  • To update the leave of all the officers in Administration/Personal and Training / Finance/ Planning/Internal Auditing Divisions and maintain the leave registers.

Procedure

To get the prior approval for personal or duty  leave application before obtaining leave

Forms

Maternity leave

To grant approval for 84 days of leave with full pay, 84 days of leave with half pay, 84 days of leave with no pay to all female officers serving in Administration/Personal and Training / Finance/ Planning/Internal Auditing Divisions.

Procedure

  • To refer a letter of request for leave for 84 days with full pay to Deputy Chief Secretary (Administration) through the Head of the Institution along with a documentary proof for the delivery as soon as the child is born.
  • To submit requests for maternity leave of 84 days with half pay and 84 days of leave with no pay before the due periods.
  • To inform in writing the respective female officer to settle amounts which are to be paid by the officer to Government( E.G. Distress loan, festival advance) if the officer wishes to obtain leave of 84 days with no pay

Personal leave to be spent out of Sri Lanka

Procedure

  • Officers who have satisfied required qualifications should submit two copies of following documents to Administration Division at least before 20 days before the departure..
  • Application for obtaining approval to leave the Island
  • Application for obtaining approval to leave the Island, which is applicable for officers in Western Province
  • The letter of consent of the officer who agrees to cover up the duties during the time in which the officer is on leave to be spent out of Sri Lanka

In case where the officer leaves the country for employment

  • Agreement ,which should be signed by the officer to whom no pay leave to be spent out of Island is granted for accepting an overseas employment/assignment on wages (Appendix 10)
  • Evidences to prove that all the loans have been settled to the Government (True copies of the payment receipts )
  • Once the approval of Chief Secretary/ Deputy Chief Secretary is granted to leave applications they are referred to the Secretary of Hon. Governor for approval of Hon. Governor.
  • The officer should leave the country strictly after receiving approval of Hon. Governor for the purpose.
  • To inform the Chief Secretary (Administration) through the respective Head of Department immediately after reporting for duty at the end of the leave to be spent out of Sri Lanka .

Extension/revision of the period of leave to be spent out of Sri Lanka

  • Once the approval of Chief Secretary/ Deputy Chief Secretary is granted to leave applications they are referred to the Secretary of Hon. Governor for approval of Hon. Governor.
  • The officer should leave the country strictly after receiving approval of Hon. Governor for the purpose.
  • To inform the Chief Secretary (Administration) through the respective Head of Department immediately after reporting for duty at the end of the leave to be spent out of Sri Lanka .

Short term personal leave to be spent out of Sri Lanka

In case where it is required to get the approved period of leave extended/revised, a request should be made with the reasons for such request along with the recommendations of Head of the Institution either before leaving the country or on the date of reporting for duty at the end of leave period, if it is impossible to make a request before leaving.

Extension of the period of leave to be spent out of Sri Lanka for employment

If an officer , who has left the Island obtaining leave for a period of less than 05 years, requires to get the period of leave extended, following documents should be submitted along with the recommendation of the Head of the Institution.

  • The letter issued by the foreign employer to the effect that the service agreement is extended
  • The letter of consent of the relevant officer that he is agreed to extend the compulsory period of service and the penalty charge indicated in the agreement to be signed by officers who leave Island for overseas employment/ assignment of wages.
  • The letter of consent of the officer who agrees to cover up the duties during the period of extension requested by the officer
